Navajo Road; Who Cares if it’s Finally IS Done!

website1106-002.jpg   Started over two (2) years ago and is finally done. However, the Fain Event Center started the next day after approved (6-1) and it was done on time including parking lots and lights!

Why? Well, Mayor Skoog and the council approve what ever Mr. Tarkowski puts in front of them. From there the clout of the Fain Signature Group (FSG) assures maximum performance from the contractors and the town’s building inspectors.

What about Navajo? Why was it tore up numerous times? I thought we paid Dava and Associates (and other engineering firms) to be the on site engineer to see proper proceedures were followed! Clearly, we have a new road that has 50 plus violations of it’s surface plus 50 more repairs to concrete products and there are still more damaged walkways. The last delay was the lights that apparently were improperly wired when first installed. What were the engineers for?

Despite all this, Mr. Tarkowski and Mr. Davis, Public Works Manager, excused $462,000 in contractor penalties and blamed delays on the “weather“. Facts show a Less than normal rainfall period. The odds are, work on the event center pulled crews off the Navajo project. Mr. Tarkowski stated;” It was in the best interests of the town” ( to forgive the $462,000 in penaltys).

Only a town manager working for the citizens will correct such acts in the future.

 Prescott Valley Town Hall PV Town Hall; Where change is needed

While PV grows at 16.3% per year (PAMA Table 1-4, communities with annual growth rates of >2%); our ground water drops dramatically! Our last year of  total precipitation over an annual mean average of 18.95 inches; was 1998 when 22.70 inches fell. Since 1998, our annual totals have been, 16.52, 15.82, 12.81, 7.17. 15.43, 17.78. 17.28. and in 2006; through July; ONLY 4.17 inches of water! (Data is for Prescott AMA). Winter 06 snowpack is only 20% of normal.

In addition, our reservoir capacities (1971-2005) show 2004-5 to be at the lowest level.

Don’t you see the “Train Wreck” coming?

 Clearly the PV Mayor and council with Larry Tarkowski’s tutoring from the Fain Family Trust; owners of thousands of acres to be developed, don’t want the growth to slow down! Clearly, the thrust of the Fains and the Pierces and other large ranchers is to maximize growth untill forced to stop by law! You must call, write and speak to your friends and neighbors about the future of our community. Apathy allows Evil to rule the day. Are you a part of the problem?

If we don’t start electing people who support preservation of our water over growth; our property values will drop like a STONE! WE must act while there’s still time!

PV’s own “Money Pit” Cronyism Marches on

PV's County Fair GroundsThe Yavapai County Fair Association (YCFA) came into exhistance November 16, 2000. Mayor Rick Killingsworth and the council approved Resolution 989. Enacted as an “Emergency ” measure assured there would be no comment against the issue. The agreement for the nearly 200 acre parcel included the town of PV to pay $2,070,000 plus a pro-rata interest and fees over a 10 year period.

The town under ARS 9-500.11 is allowed to expend public monies for “economic development activities” that “the town finds and determines will assist in the creation and retention of jobs or will otherwise improve or enhance the economic welfare of the inhabitants”; is that the residents of Prescott Valley?

Within 6 months of signing this agreement, Mayor “Rick” became an employee of a “renter” of the YCFA and Mr. Jim Grundy (and his wife) became general manager. As a not for profit corporation, it pays no taxes. Most events are, by contract, excluded from providing ANY revenue to the town in the form of fees in place of sales taxes. My research has disclosed, the town has received (excluding water and sewer fees) ONE payment of $1,640 from a Monster Truck Show (11-01) through today (1-19-07) !

If you have visited the property, you will notice a dumpy RV trailor court and an auto race track have been added to a usually filthy Yavapai Downs property. The RV park and auto track are on Fain property and the town derives NO revenue from either even though the auto track uses the blacktop parking of the fair grounds.

I encourage you to convince me that this Money Pit is of economic value to PV taxpayers. We taxpayers send Mr. Grundy $215,553 every year per resolution 989 (see PV 2006-07 Budget page 188-189).

PV Development vs PV Service to the Community - 2006-07

Granville West While construction equipment is silent; the PV budget expands for it’s favorite charity; Economic Development. The Prescott Valley Economic Development Foundation (PVEDF), Gary Marks, Executive Director, has a “new” assistant, who’s salary has been added to the town’s budgeted expense now totaling $218,690. To this amount we must add $30,000 as a donation since the PVEDF occupies town owned property at 3045 N Tani Lane’s 3,000 sq. ft. building for one $ per year.

Contrast this to a Boys and Girls Club donation of $15,000; a $10,000 DEDUCTION! Neighbor to neighbor received $16,350 in 20003-04; Nothing since! However, $5,000 is ADDED in the current budget to a Prescott Area Coalition for Tourism (PACT). The PV Chamber of Commerce (PVCC) also got an additional $5,000 to $130,000. Meanwhile, Prescott’s Chamber is independent; receives NOTHING from the city. The PVCC rents space from Fains for over $60,000 a year!

Also, the PV non-departmential budget 2006-07 (p.189) displays over 1 Million in additional rebates of town sales taxes to Fains Entertainment District and Harkins for example. Meanwhile, donations to needed services to the people dropped to 13.5% of this budget item while donations to development grew to 86.5%. 

Feb. 28th PV Tribune, “PV’s violent and property crimes up 18% in 2006″. This is no shock to me. A function of growth, crime and auto accidents rise 20-30% FASTER than population increases. For several years, PV has been growing at 16% and bragging about it. In my opinion, we are loosing “Quality of Life” as we loose our pronghorn herds, add traffic signals and add auto accidents.

PV Building Permits -Impact Fee Revenues on the Skids

The monthly report (May 07) from PV financial services shows a major down turn in new construction numbers and revenues from construction of mainly single family homes (80%). Monthly impact fee revenue has dropped from 137,735 to 65,404(average) through the first 10 months of the 2006-07 fiscal year. Thats a 53% decline. Revenue from building permmit fees has declined 53% (1,377,352 to 654,039) in the first 10 months of the current fiscal year. That amounts to a budget shortfall of $723,313 for the first 10 months of FY06-07

Sales tax revenues are up over the last fiscal year but not enough to offset the decline in local construction fees. Obviously the decline in our “number one industry” has far reaching effects on PV’s massive obligation to import water from the Big Chino as well as the “PV Water Auctions” which will probabily be postponed again from the projected February dates. The possibilities are stronger for an increase of the sales tax or a town property tax or also an additional increase in our water and sewer rates later this year. The money to meet our obligations to Prescott on the Big Chino project will be coming due later in 2007.

WalMart- Fain’s Subject to $375,000 (oops) $28,900 fine

Six $100 declarations AGAINST a 24/7 WalMart on Glassford Hill near Florentine were prepared for publication in the pamplet sent to PV registered voters homes (about 13,000). Two were paid for by local citizens while 4 were financed by the Protect PV Committee, United Food Workers Union (UFCW).

Compare the above to the 22 declarations FOR a WalMart. Seven were paid for by individuals including Jeri Ann and David Kooiman, Gary Marks, Steve Ruthiford, Karen Benson, John Ravinik and the PV Chamber of Commerce. At lease 3 of the 7 receive checks from the town of PV; our tax dollars at work!

The remaining 15 declarations are being paid for by a Political Action Committee (PAC) called; Friends of Prescott Valley - Yes on 400.  These are signed by various people but are “numbered” and ALL from the same typing source. Jeri Ann Kooiman and Scott Helfinstine (CPA) are listed as officers on this PAC and reference is made to ”Chase Barrett; a firm in Scottsdale, AZ” which I’m guessing is also a public relations firm for WalMart NOTE: The money for 15 of the YES on 400 comments was from Kyle Moyer and Company, 7525 Camelback, Scottsdale, AZ. 

Note: Numerous half truths or lies on all the Vote “YES” on 400 materials you received in the mail. PV’s Police and Firemen are counting on you! First, PV has NO Fire Department. Second, I predict there will be NO revenue gain for 10 years from WalMart due to rebates to Fains and WalMart of 100% of available sales tax dollars. In fact, there will be a net tax LOSS as sales drop on existing PV businesses.

 The “Friends of PV- Yes on 400 have broken election law by not identifing major contributors on expendatures of $125,000.

In addition, I have filed an election complaint with the Secretary of State against KYCA, 1490 AM radio for electioneering on the Steve Blair Show 4-5 PM last Friday when the entire show was pro Fain family on the WalMart development. I also opened a FCC complaint against the station for refusing to offer equal time to the opposition.

The Daily Developer (Courier) editorials March 10-11 displayed a predictable drool for and a hate filled comment against any opposition. It is a strong possibility the town attorney will only lightly rule on fines and against our protests of election violations.  After all, he works for L. Tarkowski and we know who L T works for!

Ivan Legler, PV Town Attorney will “meet” with the attorneys for Friends of Prescott Valley to determine the final fine inposed for delaying knowledge WalMart put $325,000 into the campaign to “win”. How much SHOULD the fine be?

Conversations with an attorney disclosed a law suit in Superior Court against Yes on 400 could have won on “Principle” that they purpously held up required reporting so as NOT to disclose the TRUTH; thereby creating a backlash and raising the NO vote. however, it would be necessary to “prove damages” of the result of Wal-Mart being placed on Glassford Hill Road. End of case.

Happy New Year! Shall We Protect The Verde Mr. Mayor?

Headwaters Verde RiverMayor Skoog; Have you ever been here? Just North of Chino Valley lies the spot where the Verde headwaters and Granite Creek join. The Big Chino aquifer to the West may cause severe flow damage to this sensitive area as 80% plus of the Verde flow is attributed to the Big Chino aquifer.

Once Prescott (and junior partner Prescott Valley) begin pumping the allowable 8,717 ac/ft/yr  problems may well occur. A much higher flow rate would be required durring the summer months as outdoor landscaping needs grow. This is the biggest time of danger to the Verde headwaters.

Is there a plan to protect the Verde? Not really. Reference is made to mediating the issue; how? PV town manager Larry Tarkowski has been quoted as saying; ” The EPA will shut us down if we create a problem”. I suggest this is not sound planning. Effort should be made before $150 M is spent on the pipeline. Prescott Valley will be responsible for 46.8% of all costs. Aledgedly all costs for PV will be born by developers who will be building homes. Without “Garanteed” water, I doubt any developer will sign on. That leaves, once again, the people of PV to absorb the costs. Remember, Tom Steele as a councilman, was the ONLY vote against the project from either town council!  Tom’s reason, there was NO provision to retain surplus or recharge water in the aquifer for current residents!!

 

Illegal Immigration; Are We Protected or PC in Prescott Valley?

pvpics1106-003.jpgI doubt if our Mayor and council would act. After all, where would Joe Contadena of Universal Homes get people to build his Granville homes? Since developers like Joe spend most of their money in Maracopa County and hire illegals, what do residents of Prescott Valley get? Well, we get the added crime and traffic.

Mayor Barella of Hazelton, PA (Sixty Minutes Nov. 19th) discovered that over 20 years, his town’s serious crime doubled as his Hispanic population rose from 5 to 30 percent. Additionally, 60% of the local hospitals patients were no pay illegals, raising the hospital costs of others. After passing the sanctions against businesses and landlords who would do business with illegals; the ACLU came in to “challenge” and bring suit to halt the action.

While it is a federal matter, clearly neither (D)’s nor (R)’s has the country’s best interest at heart.  Please let the PVPD and Rick Renzi know ANY behavioir you feel threatened by. I think our local officials would be PC rather than act.

General Dwight Eisenhower in 1951, while considering running for President, sent a letter to Senator William Fulbright (D) of Arkansas indicating his support for the Senator’s plan to investigate government officials accepting gifts for favors. Ike went on to suggest the rise in “Wetback” Mexicans to one million a year had been accompanied by a curious relaction of in ethical standards from farmer-exploiters to the highest levels of the Federal Government. As President, Ike took action and empowered “New” officials of the I N S to sweep the border states and move North. Influential US Senators like L B Johnson (D) of Texas and Pat McCarran (D) of Nevada complained to no avail. Ike gave his WW11 General “Jumpin’ Joe” Swing of the 101st Airborne marching orders to move them out! This lasted about 10 years.

PV Water-sewer Rates Increase 30% (with taxes)

Headwaters Verde RiverDespite public comments and common sense, the mayor and council approved massive increases in our utilities. With a 7-0 vote the new rates were approved. Do you think for one moment; the Arizona Corporation Commission would have approved a 22% rate increase? The reason the Fain’s aquired Larry Tarkowski, now town Manager, to “sell” Shamrock Water Co. and making the town of Prescott Valley the municipal water provider is clear. A town can raise rates by a council vote and all the development (growth) needs can be met.

Clearly, the rate increase is to service much larger systems for growth. We are paying for “future” water consumers in our new rates. A mayor and council working for the residents would have NOT RAISED RATES to this extent.

A campaign for four “new” council members has begun. Lora Lee Nye, Mike Flannery, Bob Edwards and Fran Schumacher are running for re-election and they should all be rejected for NOT working for the people.  At the Nov.16th council meeting the mayor and council verbaly dismissed the opportunity to be a part of the Verde River Basin Partnership (VRBP). The VRBP has a goal of assuring water rights are shared with all communities and habitat from the Big Chino to Phoenix. I’m sure Larry Tarkowski has convinced Mayor Skoog and the follow along council this is wrong as Prescott Valley and Prescott (with most of the population) will NOT control the results of this body. The results MIGHT say we need to slow growth to protect our current population and protect the flow of the Verde and the habitat it supports.

Tim’s Event Center & Used Car Lot

Tim's Event Center The God's are pleasedThe Tim’s Toyota Center opened Nov. 8th to great fanfare and “free” skating for the public. And aren’t we glad that “Danny’s Honey Dipper ” portable toilets didn’t write a BIGGER check to the Fain’s? All the usual suspects who tuck in behind the Fains have executive suites “above” the masses.

At any rate, a great facility and over 20 Million PV citizen bucks invested thanks to a cooperative mayor and council. I voted NO as the cost that was NOT the 3 Million Fains had promised only 2 weeks before. 

An election in March 07 could have replaced 4 of the rubber stamps. However, Prescott Valley does not have people willing to put themselves into the “arena of politics” and change the culture of “Fainville”.

 The town has had Code ordinances against balloons and other “moving” displays. That didn’t stop Tims from hoisting balloons at their first “used car sale”. On March, 12th, the pro developer P & Z commission voted to approve ballooons for a limited period each year if properly applied for.

By the way, Last December 28th, a special council meeting held in the event center provided yet another of protection for  the Fain Signature Group against ANY taxes and now the town of Prescott Valley guarantees 35 Million in payments over the life of the agreement. Remember 23 Million to construct it? Mayor Skoog and the council could not explain the 12 Million difference; but they voted for it!

I think the addition of frequent used car sales at the facility is disgusting. Additionally, the valued PV sales tax (2.33%) will mainly be held (2%) by the Event Center Agreement with the town to cover any losses incurred by the annual operation of the Event Center. Hopefully we don’t have to cover losses on Tim’s used cars sold here.
